Let him go - you have already made up your mind. If he desperately wanted to marry you he would have done so already. Also, when he's asking you to marry him - has he given you a ring? what possible motive does he have for wanting to wait? 99.9% of men who propose don't feel the need to propose again unless they really weren't serious about marraige in the first place.
Go with your instincts on this one!

If you have been together that long and you don't feel ready to commit to him in that way, you should let him go. It's not fair for him to keep waiting and waiting. If you care about him you should let him find happiness with someone who wants the same thing(s) he does.

I think the more important question is ... Did you pressure him into asking you to marry him?... sure sounds like it if he is dragging his feet....
