Yes, it was set in Venice, as it was Carnival time. As for where Poe was when he wrote it, does anyone know for sure? But i would hazard a guess of Baltimore as well.

Baltimore, probably, since Edgar Allan Poe spent most of his life there. Poe, however, was the first American writer to be recognized as a gifted genius by the European Intelligensia.

It was written in the US, probably Baltimore as the other person said. If you are wondering where the story was set, that is most likely Venice, Italy.
