Steak and Rice..........the main dish is listed first with the side listed as second. Of course it depends on how your cooking it, if the steak is in the rice, then its Rice and Steak

If it's a lot of rice, I would say "rice and steak". If it's just a little bit of rice, then "steak and rice".

You would say, steak and rice. We say chicken and rice, not rice and chicken. If you want to use the word rice first, then you'd have to say rice with steak.
