This means that the Plaintiff, or Petitioner, has decided to dismiss the lawsuit BEFORE going to trial. What is critical here is how the case was dismissed. If it was dismissed WITH PREJUDICE it CANNOT be refiled. If it was dismissed WITHOUT PREJUDICE it CAN be refiled.

In a civil case, a non-suit is just what you said...a dismissal. The party that filed the case (plaintiff or petitioner...basically the same thing) has decided they want to drop the case and has filed a non-suit to dismiss it.

A voluntary non-suit is a voluntary dismissal of his own lawsuit, with the optionof re-filing the lawsuit within a fixed period of time (usually 6 months).

common reason plaintiffs do this in civil cases are to correct any defects in the case that may be detrimental, to locate a key witness that is missing, to conduct more discovery, etc.
