Unfortunately the Owner of a property and charge whatever amount they want for rent. Therefore they can raise the amount how ever much they want. The exception to that would be if they raise it only for you. That is then discrimination.

Do a search on rent control in your area.
There is no federal rent control but you could have rent control at a state, county or city level. If you live in a type of specialty housing, like a mobilehome park or senior complex, there may be special rent control for that.
Also, check your rental agreement, sometimes they have built in provisions that discuss changes in the rent.
Sometimes landlords will raise the rent dramatically to encourage a tenant to move. If this is the case you might be able to fight it, but it will be stressful, time consuming and costly and you mighty not win anyway.

Unless you are in a rent controlled area, there is no limit. Whatever the traffic will bear is legal.

Since Connecticut does not have rent control or stabilization laws, he may charge whatever he feels he can get.
