meaning, me and my coworkers are debating... For an example it was new years and the time either went back at 12 or the other way?

In the US, daylight saving time generally lasts from spring to fall.

During the energy crisis of the 1970's, it was used year round, but since January 1 is always in the winter, the clocks were neither set back nor forward.
