should the amount he pay be based on his salary alone, or based on both his salary and the mother's salary (assuming she has custody)?

This is a philosophical question. I live in MN and starting Jan. 1, they will base how much the noncustodial parent pays based on the combined income of both parents. It currently is based only on the noncustodial parents income.

it is based on both parents income because of one simple fact some here overlook. the child is both parents financial responsibility. at one time most states law was the father was physically and financially responsible. meaning a father got custody and no child support. women fought for and got the physical part,yet are not the sole supporter.

A lot has been left out of your question, for one, your location. But to answer your question in general, in most states, both salaries are taken into consideration. And in some cases, if the parties are remarried, the spouses salary is considered to calculate a total household income. Other factors usually come into play when coming up with a child support obligation, such as fixed monthly financial obligations.

Most places base it on the payors income alone. The idea is that, if you were still with the mother and earning what you earn, this is the lifestyle that your child should be afforded, and that the mother is contributing in an equal ratio to the childs welfare based on her income.

Some places will however, take into account if the father is also paying support for children by another mother.

It is usually based on his salary (after taxes) alone. The only bad thing about child support is that the mothers do not have to account for how the money is spent. To much of the time it is spent on themselves and not the child. I know one mother that when she gets the child support check, off she goes to the beauty shop for the works and the kids don't even have decent clothes to wear. She doesn't pay rent, gets food stamps and free medical care for the kids. So while I think child support is the greatest thing going....it can really be abused.

That math is already written into law in every state in the union, some take both into consideration, some don't.

If you're asking a philosophical question here, I think it should be based on his pay alone as a pure percentage, like income tax or any other ratio is figured.

Both parents should have an obligation to the child's well-being. The non-custodial parent should pay more since they are not doing the labor of caring for the child.

It should be based on a both of your income but it isn't its based on how much you make and how much they can take but its for your child so should you really complain
