The was under the first Bush Administration was not meant to take Saddam "out" , only out of Kuwait, so it was not a goal.
When the goal was Saddam, it only took a few weeks.

Because our CIA was too stupid to assassinate him. Better one evil man should die, rather than thousands of American soldiers and hundreds of thousands of innocent Iraqi civilians.
