No, not unless you subscribe to the Valleygirl school
of evidence . Generally it is said with a vocal inflection which is used as a sort of questioning aire which says''It should be obvious to anyone that X is true ,are you stupid or what?'' This is generally used by a somewhat unsophisticated
crowd to one up each other, along with other social levers.
Since there is no real query but rather a series
of vocal ques and sometimes dominant body posturing -
( crossed arms , hands on hips , eyebrows arched etc)
most people are left flat footed as to a responce.
This is exactly what the person wants, to blanket the opponent with a sort of dismissive statement as to their intelligence.

Now sometimes it's a expression of impatience when a
point is truly obvious and the other person is just not engaging.
Most of the time it is a ploy of the questioner to nail down their
viewpoint and end the cycle of interaction. It's also used as a
tool for winning social points as it's often said in the presence of a third party.
So no -I don't think that it's use means anything but that persons opinion , that they're a right and your're wrong. They're just desperate to win the argument...again.

DUH just means the person making the statement thinks that EVERYONE should know whatever is it they are talking about.

That does not necessarily mean that what is coming out of thier mouths is a fact or even true.
