You can get them online or in the store on those little cards. Once you have them, you can buy games from the Shopping Channel on the Wii. For example, I had 1000 Wii Points ($10) and bought Sonic the Hedgehog for 800 points. You can also get the free trial version of Opera, the web browsing tool on there now.

When you are at the Wii menu, you go to Wii Shop. If you have any Wii points(which come on a card sold at most stores) you need to add them to your Wii account. Then you are able to start using the points to buy games. Most games cost somewhere between 800 and 1500 points that I have seen. The real $$ cost of points is $20 for 2000 points. After adding points to your account you can purchase games. Remember though that you need the Classic controller to be able to play the games that you purchase with the Wii points. You can't just use the Wiimote. Good luck!
