Many older people still get upset by things such as nudity, toplessness, see-through clothes and even an erect nipple that's visible through a shirt. That's a reflection of their generation that put a high price on "modesty".
I agree that it's a bit forward and inappropriate to give nipple covers as a gift, but don't let it come between you, your wife and your Mom. Laugh it off and be glad that your wife's nips are nice and perky!

Of course it's not a gag - your Mom was raised in a generation that obviously took offense to seeing a woman's nipples. She's not a douche, just a little old fashioned.

Yeah, that is kind of douche bag-ish. Let your wife get her back and buy your mom a bra especially for older women with saggy breasts. Even if your mother doesn't have saggy breasts it will embarass her the same sort of way.
I guess, at least you don't have to worry about other men noticing and staring at your wife's hard nipples when it's cold.
