When I was 13, I read anything "Fear Street", by RL Stine. They were about teenagers and scary things that happened at a house on Fear Street. They are about 100 pages long.

Lord of the Flies. Of Mice and Men - if you want something literary.
If you/he/she like fantasy books, there is a wonderful short novel by Susan Cooper called Seaward.
I also recall Choose Your Own Adventure books were very fun when I was 13 - libraries might still have them.
