It is natural for concrete floors to dust up. That is what concrete does. The best thing is to clean out the basement, your wife wants you to do that anyway, and seal the basement floor. I am sure that there are water based sealers; but I know there are oil based sealers. Just roll it on like you were painting a porch. The sealer should be clear and soak into the concrete. Do not paint unless you have to. Traffic will wear the paint off and due to the dusting effect of concrete, the paint will come up.

Is the dust floating in the air, or has it settled. You could try the wand on a vacuum, one that has a filtration system. If it is in places that you can not get to with a vacuum, get a whisk broom and sweep up.

GET A FINE WATER SPRAY BOTTLE, (LIKE THE ONES YOU USE ON PLANT LEAFS), LIGHTLY SPRAY THE AREAS THEN SWEEP IT, STOPS ALL THE DUST FROM UNSETTLING AGAIN TOO

After you sweep up as much as you can, you'll want to vacuum.
