I would use the second one, but instead of saying "the writing of" I'd just say "writing," hence, "Guide book for writing gender-centered teaching materials."

"Guide book for the writing of gender-centered teaching materials" sounds the most professional in my opinion.

The second answer is correct.
It helps if you say the sentence out loud, which is the easiest to say and has a flow?
