i guess you could. but many questions can be answered with "no". your questions being a good example.

No you can not. Like this question could be answered with a no. If a question is asked and can be answered by saying yes or no it is a answer. Plus less chatting and yahoo doesn't like chatting!

Not really - that would be false reporting. Why report for that anyway? Why report unless they are being CRAZY and threatening?

if you ask something like "what's your favorite cake" or something where "no" will not fully satisfy an answer you can report it as "not a question or answer" because it is not an answer, or even "gaming for points" since they obviously just typed it to answer quickly to get 2 points.
