It will be cool/cold but not bitter cold. London is never truly cold unless you're coming from a tropical region. The temperature will range from around 35 degrees (fahrenheit) to maybe the low 50's. It can get a little colder but not a lot colder. It's likely to be cloudy and rain on at least some days. Also it will be dark by 4:30 or so in the afternoon which can make it seem colder.
Take comfortable clothes and include a scarf and gloves. You'll be out walking around a lot, so you'll want them. Take warm sweaters. Many buildings aren't heated very warmly. Wear comfortable clothes but you may want something nicer for going out in the evenings. Skirt with boots works well for warmth if it's rainy and cool.

We went to London in Jan and wore everything in our suitcase at the same time. We looked like snowmen the whole trip. Plan on cold. The people are warm though.

This is the off-season for travel to the UK. Cold, damp, rainy weather is the norm. You'll need warm, weather-proof outerwear. Hopefully, you'll be spending much of your time indoors socializing, shopping and eating.
Airfare is cheap because the airlines need to fill the seats anyway they can this time of year.

I agree with Skigrrl - and one more thing: leave the high heels at home! London is a city to see on foot, you will likely be doing ALOT of walking. Don't worry though, there are plenty of lovely boutiques to pick up a pair if need be ;)! Have fun!

Cold and wet - but wear layers as it can get warm too. All shops and bars are too hot

They are also in the North of the equator, so their seasons follow those in the USA

It's usually cold and sometimes rainy/snowy that time of year. Bring good windproof and waterproof outerwear and warm jumpers and pants. mittens, hat, gloves. umbrella.
