Bike is a Yamaha v-star 1100 custom. Light bar is a mapam mounted right under the light into factory holes and has a slight downward angle, light bar is not rounded, it's flat with a 90 degree bend for custom mounting. If I mount the turn signals and passing lights they will be pointing at the ground, lights are kuryakyn silver bullets

That's the way they are made. (and that's why I hate aftermarket garbage LOL). Either live with it, or make some custom spacers. I've done it.
Get a couple of spacers 10mm or 3/8" thick. Grind or file the tops at an angle. Change the angle to change the lights angle.
