As long as he eventually eats it then yes. Sometimes the inside of the pellet is still too hard for him so they spit it out, try to eat it and spit it out until it is soft enough to swallow. You can soak the food in a little jar of tank water for a few minutes before you feed it to see if that helps.

Yes and No.

He's either bored because he is in a tiny tank and has nothing better to do than play with his food. OR, He isn't sure about the flakes you are using to feed. Perhaps the store you bought him from used a different brand....

Happy Bettas have at least 2 gallons to swim in. The bunk about them living in small ponds and being happy in a tiny tank is a load of you know what. I've had betta's who behaved poorly and who did not eat right.....when I moved them into a larger tank, alone of course ("them" refers to the multiple bettas I've had in my life) they became much happier and more active.

A happy betta will make bubble nests and swim around the tank quite a bit during the day.

Yes it is. My betta fish always does that, but you have to make sure it eats it. But if not, you have to buy some other betta fish food.
