I can think of several reasons.
You can't afford to live there.
You committed a crime and are going to jail.
You have a court injunction preventing you from living there.
You like small towns better.

Just wanted to say Hi, up untill 2 weeks ago I lived in Concord, Ca. I moved to a small town below Modesto, Ca. & it's very differant. I MISS CONCORD!!! I'm not even in the Bay area anymore!!
