"Balls" are the male genitals. They produce sperm for reproduction and hormones that make men "manly." The technical term for the second part of your question is "descending testicles." This happens during adolescence when males enter sexual maturity along with getting body hair, acne and other attributes. Since puberty affects everyone differently, the exact age when the balls drop varies from person to person. I can't remember when mine did, but what happens is they drop lower into the scrotal sac before beginning sperm production. Undescended testicles can be a serious medical problem that might require surgery to correct.
