sounds like your thermostat is stuck open. replace your thermostat if it's easy to do. it's a cheap job.

No its not normal. Check your engine coolant. If its low and you can see a rust coloured mud on the filler neck and cap you need a coolant flush. Not just the easy type. This is a flush gm have developed for dexcool systems that run low and start making this mud . It about a 4 hour flush . GM dealers do it all the time some repair shops can do them but make sure they use the GM flush kit. Also look for a coolant leak this type of mud needs air to form so you more than likely have a leak some way.If no mud is found and fluid is low top it up and have it tested for the leak.20 years GM tech

Sounds like you don't have coolant circulating thru the heater core, but only when there is low pressure. When you rev the engine up and increase pressure in the cooling system, then the fluid flows & gives provides heat inside. Could be because of low coolant level, stuck thermostat, clogged lines.
