Goerge W Bush, However the question implies this is bad. The question you should ask is which president increased spending by the largest percentage of the overall budget or as a percentage of Gross national product.
Just like the deficit debate the actual number is much less significant than the % of the total GNP
Under GWB the amount of money taken in by the treasury in taxes has also increased (yes even with the tax cuts)
