Actually yes they can. The breasts are a a place that stores fat, so if you lose weight they may shrink a bit. Also since the mammary glands are glands if you have a hormonal imbalance of some sort they may shrink or grow depending on the imbalance.
Cases have been noted of men actually growing breasts after having testicle cancer because they have to take testosterone shots and that causes the body to make excess estrogen.
