Depends on what you call romantic, but ...
Athens pizza Kouzzina on Pleasant Hill is great, but is only romantic when it is quiet.
Cafe Intermezzo off of Ashford-Dunwoody is also nice, but more of a dessert place. Much more Romantic especially in Spring!
Raja's in Buckhead is usually quiet and has superb food, mild for Indian, but service is excellent !
Tamarind (Thai) is great, but hardly romantic or inexpensive
If you like Japanese, then go to Hanwoori at Shallowford and Savoy as it is good and usually romantic
Surin in Virginia Highlands is good Thai food and fairly romantic
Macaroni Grill can be good and occasionally romantic
Chin Chin is romantic and good Chinese and moderately priced
Atlanta has many good restaurants and many romantic restaurants and many moderately priced restaurants, but very few that combine all three qualities
GOOD LUCK!!!!
P.S. as above Rays on the River is good and so are the other Rays but On the River is the most romantic

Atlanta has no undesirable eating places they are all useful in fee the subject all of them have is the parts to plenty foodstuff to eat, every time i bypass to the downtown section i eat plenty i will not often walk. sauces that no person has ever heard of, waitresses that sound like they got here out of the previous with courtesy. i like Atlanta yet whilst i lived there i might on no account have a kitchen i might eat out each and every night and can be trucked around interior the back of a pickup truck.

Ray's on the River is great. Good food, romantic river view, and moderately priced.

Here's their website:

Bon appetite!

Edit. Just noticed Ray's on the River is closed for renovations, but try the other Ray's restaurants. I haven't but the buzz is good.
