I have a mirror that I think is framed in tin or aluminum that I got in San Antonio, TX. While being stored it rusted. Will anything take that off?

It would be tin, not aluminum since aluminum doesn't rust. Navel Jelly will damage the paint on the back of the mirror if any leaks behind the frame so I suggest you use graduating steel wool to burnish away the rust. Your final finish could be made shiney with a polishing rouge if you want or leave it matte finished once you complete the removal.
