Hmm. Well since you did not give us any clue what you are looking at or describe it at all....I'm going to guess Internet Explorer from Microsoft. It's used to view web pages, and let's you post questions on Yahoo! Answers so other people ask whether you should really be using that PC in the first place ;-)

Yahoo Answers is a community, where you can ask questions relating any sort of problem and get their solution. You can also answer the questions asked by others and vote for best answers etc.

Its.....uhmm..... .... ........ ..... I don't know. I havent ever heard of "This" the program.. maybe it's an alias for some program name... hmmm maybe its just a demonstrative pronoun for something that NEEDS TO BE EXPLAINED :)
