I thought slavery had been abolished. I think that to put an end to yob culture perhaps enslaving the Welsh, Scottish and Irish is not really the answer. I would suggest that that you start looking at the bigger picture. Children are dying from starvation, drug and alcohol poisoning and injustice all over our world. Heros in my opinion are the people who stop fighting and start loving their fellow man no matter which part of this planet he/she is from.
I wonder where all this Yob Culture stems from.
Something well worth thinking about.

If England wants to return to greatest, they should join France and Germany to form one country, and then allow other countries into the union depending on the country's strength. Yet the building blocks should start with England, France, and Germany. Would the English go for it? Probably not since they always considered themselves a breed apart from mainland Europe.

I think England is a wonderful country, full of vi-gar and all sorts of interesting people. I think that the person posting this question has some serious issues to deal with.
