How do you accept money from another party on pay pal?

Email me $2.00 by PayPal and I will email you $1.00 by PayPal.

When they send it to you, they sent it to an e-mail address.
When they send it to your e-mail address, you recieve an automated message from paypal. Go to Paypal, link that account to your bank account and transfer the money out.
Average time to open account/transfer the money: ~10 minutes.
