Usually in January. But every business can have a different fiscal year, so that really has nothing to with it. They put the winter clothes on sale to get rid of them because of the seasons, not the fiscal year thing you talked about.

I believe March for the big blow out sales, although some stores have a clearance section already for winter clothes.

haven't you been in a store, all the winter clothes have been on clearance this month. it's the spring clothes that are in stock now.
