When framing a wall you want to put the studs every 16 inches. Not sure about the 19 3/8, I believe you are allowed to place studs at 20" for interior walls, although it is common to use 16" there to.

16 inches is the standard for building wall studs, ceiling/floor joists. By marking (highlighting) every 16 inches, it is easier for the user to locate these structural components.

Because when you're building, wall studs (the upright 2x4s that frame a wall) are supposed to be 16 inches apart.

I think it must be to do with an equivelant measure in CMS
For example 25mm is meant to represent 1 inch so 16 inches must represent something in milimeters. same with 19 and 3/8.

The 16 inches is for the purposes of building. That is how far apart center-to-center your uprights in the wall are supposed to be. The other one I don't know.

well, every stud is 16 inches on center in your house, same with rafters and floor joists
