Yes, it's rubber cement. You can buy it at any craft store, and a lot of stationary supply stores carry it, too. You might even find it down the office/school supplies aisle at Walmart.

It comes in a bottle with a brush and you just brush it onto whatever and then stick it where you want it.

I'm not sure if that stuff is actually rubber cement or not... or at least plain rubber cement. It seems a little more like silicone to me maybe? Guess you could try extruding a bit of silicone caulking onto a surface, then sticking something to it (don't know if it would need to set up or dry first though).

(I keep the stuff I get, and would also like to find a source for it!).

It also seems to be like the new adhesive that comes on the back of removable hooks... but once it streches, it too seems to lose a lot of its stickiness.
(I just checked the MSDS for 3M's "Command Adhesive" and it's a polyethylene foam adhesive... but it's white and may not be the same stuff that I'm thinking of).

(Rubber cement has a pretty strong odor unless it's pretty old, and I don't smell that on my saved stuff. )

Don't really know for sure though... will be watching this question for more info that may be posted.

P.S. You may be able to buy this stuff at places that have supplies for small businesses (for example, home businesses that sell a lot of items and have to mail them)?

I think you can find these "dots" in the scrapbooking section of the craft stores ... they're removeable/repositionable dots. I'd like to tell you more but I've only seen them in glancing since I don't really do a whole lot but I'm pretty sure they're out there and yes its more like a silicone than rubber cement ...
