I'll make my answer as brief and to the point as possible...

You have to consider cultural factors.

In traditional societies, a promiscous girl is a girl who is no longer a virgin but still unmarried, and/or has had more than 2 boyfriends, whether she is still a virgin or not.
She is perceived as promiscous if she had a child out of wedlock, even if she was raped.
(The operative word here is perceived. The reality may be markedly different.)

In more permissive societies, a promiscous girl is a girl who "sleeps around". This may mean sleeping around with more than 3 men.

In every country, a prostitute/commerical sex workers are definitely seen as promiscous.

Note the marked difference between these girls and a man who sleeps around with 40 or more women, and yet not seen as promiscous.

It's all to do with cultural factors, and gender roles.
