It is possible to write in Japanese here?
I'm a Japanese, and I'm sure the zip code is wrong or old.
The zip code of Nishitsuda in Matsue is 690-0017 now.
And "msatue" is never the name of city in Japan. Judging from "Shimane", I guess it is Matsue, the prifectural capital of Shimane.
If you want to write in Japanese,

JAPAN
〒690-0017
島根県松江市西津田11丁目*-**-***

(I think I should not write private information here.)

If you want to write in English,
690-0017
11-*-**-***, Nishitsuda, Matsue,
Shimane, JAPAN


In fact, if the zip code and name was right, you're mail may be sent with safe... maybe.........

I am afraid there are some misspellings in your address. It might be and can be written:

(name of the receiver)
11-6-28-143 Nishitsuda, Matsue-shi, Shimane-ken
694-0267 Japan

But, zip code is wrong. If its address is Nishitsuda, Matsue,
its postal code will be 690-0017 (There is no place coded
694-0217)

It's better to check the address again.

Just as you would with any other package, but you need the full address of the place in Japan, as foreign addresses have additional information unlike our plain old zipcodes and such. Get the foreign address and write it as is and send the package out using any mail carrier of your choice.

I am assuming you mean in English or Japanese...English is good Japanese is better if you are so educated. Be surte to have the entire address as they tend to be much more elaborate than American addresses....
