I don't know, but this rule cracks me up because spiking the football is the most blatant form of intentional grounding but the nfl and college allow it.

I don't know but if you research when the NFL allowed "spiking" to stop the clock, you will more than likely find your answer. visit nfl.com and send an email to their general mail box asking when "spiking" became a way to stop the clock and your original question. good luck
