Nothing organised ever happens there - it has always been a chaotic gathering of drunken celebrators, in which, on occasions, people have died. That is why the Metropolitan Police and the Mayor have consistently encouraged people not to gather there, and have provided alternative organised events down by the River Thames. A lot of the West End will be closed to traffic, and night buses will not start from the Trafalgar Square area until after 01:30.
