Be careful walking around the loop at night. It can be a little difficult. Try to take as much public trasportaion as possible. Parking costs are really high.

Congrats, Opera or boxing, fine wine or generic beer questions like these are where you need to start. Then romance for you or him or both? Who is he what is he about? Remember simple is usually the best.
A couple of ideas.
You instill the desire and let nature lead.
Eating or a production or whatever you know he likes pick a place close to something he may be sentimental about. like where you first met or first kissed. Pick something that is going to appeal to him some people are not very sentimental so you may have to create a sentiment that night as to where and how. You know him best pick what you think will work and then come back and ask the people where is the best place for____ and ____ in this part of town.

Take what you about know him and if you think about the something that is comfortable, pleasant, relaxing and exciting to him that you can live with on this night I am sure it will show.

Pick well, ask the people and he will feel it.

Blu 47 is a very nice spot, they have live music on Thursday night. Rumba Room is nice too. Think of something you both will enjoy not just you. Carriage rides downtown are nice but sorta expensive. Check into shows downtown also. Take a striptease class, and surprise him. pamper him for an evening(with the works), scavenger hunt

You can go ice skating at Millenium Park and have a lovely lunch at the cafe. ($)
Enjoy a romantic dinner at Cite at the top of the Lake Point Tower. It overlooks the Navy Pier with gorgeous fireworks coming up this New Year's Eve. ($$$)
Take a carriage ride through Streeterville and go out for drinks and exotic appetizers at Japonis. ($$)

For a beautiful spiritual outing go to the Baha'i House of Worship in Wilmette. It's by the lake and has beautiful gardens or you can hang out inside.
