eyeliner should go either on top or top and bottom if you just apply it on bottom it makes your eyes look smaller and it makes you look tired. Use a dark brown eyeliner rather than black, it looks black but isnt harsh looking. Study on what colors suit you the perfect colors will do wonders for your eyes, Use eyelash curlers then apply a none clump mascara on your eyelashes. Apply a white color in the corner of your eye. Appy a natrual eyeshaddow on you eyelids then use a shade darker at the end of your eye, and use an under eye concealer 1 shade lighter than your foundation under your eyes that all works for me

The smoky look always makes your eyes look bigger and sexy. first, use darkbrown or dark grey or soft black eye liner. The eye liner should not be so pointy and should be a little rounded and smooth on top. Lightly follow the lining of you lashes with rounded top liner pencil. the first thing you need to do is get some eyelash curlers, and curl your eye lashes this really opens the eye up,
next you need to find a really good eye liner and and put some on just under the eye, then finish with some mascra.

if your going out you could try using some fake eye lashes as well (there really good these days) or if you have a bit of money to spend you could get some eye lash extentions (yes they really do exsist)
