I'm not sure what "making them as a need" is even meant to mean; maybe "pointing out the necessity for such materials"? But that's not a problem, that's an aim.

Problem:
The values of gender equality and equity presented in the teaching materials and textbooks used in elementary schools are inadequate to support the quality of teaching.

Aim:
To show the necessity for teaching materials with appropriate depictions of gender roles.

That whole phrase is very convoluted.

Try something like "identify as a need the inadequate materials and textbooks for teaching gender equality and equity in elementary schools".
