Not as Bullets, for for someone's name, ex. John IIV...we need there to be the lines connecting them as they are meant to appear. How is this done in Microsoft Word?

You will need a font that can simulate the look of the roman numerals. Try searching the fonts you already have installed to see if any offer this, otherwise you need to look on the net and search for "free truetype font roman numerals" on Google.

If you choose the Roman font or any font with "serifs", you should be able to simulate the roman numerals using just the regular I, V, X, and other alphabetic characters.

And by the way, there is no IIV in roman numerals. That means "2 before 5" which is 3, but that is written "III". Of course, I am sure you probably just meant that as an example.

In case you need to know how to write them, here is a short list (below). The romans never exceeded three symbols in a row the same without switching to a new symbol (at least up to a thousand)

1 = I
2 = II
3 = III
4 = IV
5 = V
6 = VI
7 = VII
8 = VIII
9 = IX
10 = X
34 = XXXIV
50 = L
91 = XCI
100 = C
500 = D
1000 = M
2006 = MMVI

You could always try:

Insert (menu at the top of Microsoft Word), next select Symbol...

I used (normal text), cyrillic to get the Roman numerals...

There are a ton of fonts here.... So I hope this helps..

I'v always used just the UNDERSCORE and not bothered with the top line.
