what is a mpeg2 ?decoder tool and how do i get one on my compurter?

i need it to work the manual on my mp3 player

MPEG2 is a video compression standard. If you download Windows Media Player or Quicktime you should be able to view MPEG files.
Windows Media Player is also the most common tool to load MP3 players (except Apple's ipod) with MP3 files.
