The only way to answer that question is to get a bunch of different nationalities in the room and begin tickling. Something tells me that you'd have a lot of volunteers for that job...

I think ticklish women are evenly distributed among all ethnic groups - and there is a subset of ticklish women, again equally distributed among all races, who HATE to be tickled
