If the store has some type of discount card which you are supposed to show the cashier, and you do not offer the card, they ask for your phone number in order to give you the discount anyway.

If he constantly asks you and you give it to him, it may be store policy for him to ask so they can put you on a list where they call you and give you offers or tell you about offers. That or he wants your phone number because he's interested in you.
