Forget the bar scene and the Internet, most people do not have much luck with these areas.
Get involved with your community. Keep Busy and explore new interests!
Classes, Workshops and Conferences of your interest
Community Theatre (there are other things to do other than acting)
Poetry or Book Clubs
Volunteer for a good cause, SPCA, Homeless Shelter, etc.
Take some friends and go to a local football or basketball game (or other sport).
Find a part time job as a cashier for a hardware store or auto part store!
While you are keeping busy and trying new things, you will meet new people. This also allows you to get out and do things. They say you find someone when you least expect it. Instead of looking for someone, find an interest and you may find someone with similar interests as yourself.

Well, it would really help to know what age man you are looking for and what qualifications you have to attract one. Lacking that information, I can only give you some general guidelines:
1. Groom immaculately
2. Dress nicely
3. Spend an hour a day in the library
4. Spend an hour a day at the gym
5. Get involved in a worthy community function
6. Volunteer a few hours a week for a worthy cause
7. Help someone every day
8.Go to Church
9.Invite your friends to Church
10.Take group dance lessons

The best way is to be someone that he would want to be with.
Frankly, it's rather selfish to want a man to fix all these things for you and a recipe for disaster.
Instead, you need to figure out how to be comfortable living with yourself. Figure out how to have a full and fufilling life BEFORE you try to snag a man.
This will serve you well in two ways. One, you'll take a lot of pressure off yourself and begin enjoying your life more. Second, you will be FAR more attractive to men, and basically be able to pick and choose from many men who find you interesting and attractive.

Be yourself. Allow someone else to be himself. Take it one day at a time. True love takes work and doesn't occur overnight only lust is instantaneous. Try dating the "nice guy" for a change. Find someone with common interests.

Make yourself more available. I don't know what your life is like right now, but if all you do is work or school and then go home, it will be difficult to find someone.
Go get a make-over so you can boost your self confidence, and then go out there and find yourself a man.

When I was married, I was actually lonelier than I am now. So, a man may not be the solution to your problem.
