This is a website i've found that has a few different options for shoe sites. There are a couple that seem to have exactly what you are looking for. Read the reviews. Good luck.

New Look have an amazing shoe range now - the heels look killer but actually really last too - the average price is about £20 per pair - bargain!

uuuuhhh... i don't really know exactly what ur looking for, but contrary to poular belief (wow. i sound like such a nerd), payless heels are cute and affordable and they won't break.

marshalls has really cute heels too! i got a pair of bronze bandolino heels there for $21.00 and saw the same pair at nordstrom for $70.00

DSW- GREAT shoes! i just don't know about the affordable part.

There are plenty of websites with sales on, right now. A recommended shop of mine is schuh.com and shoe-shop.com as these often have tons of clearence items and well branded names that last good.

I also recommend new look shoes, as these are long lasting too.
