What games come close to the quality of Resident Evil 4?

I love the RE4 game on the GameCube. I am wondering if there are any other games (including other systems like the PS2, Xbox 360, etc) that are similar.? What about the others in the series like Resident Evil Zero (or is RE4 the absolute best of this genre). Thanks.

Resident Evil 4 raised the bar for games in this genre and action. Gears of War obviously borrowed the over the shoulder camera view. Gears of War is a excellent game that stands close to Resident Evil 4. If it is better that is all in your point of view. I think Resident Evil 4 was great all around, storyline was excellent, characters were memorable, and the action was scary and intense. Gears of War however has frantic firefights that are tough and insane. Duck and cover saves your life so many times, pop your head up you risk being shot by the enemy doing the same duck and cover technique you are. The enemies are huge, but the bigger ones you rarely fight sadly. A whole lot of gore and violence, dismemberment in the next-gen levels of graphics and gameplay. Tasty. It does though hold its level of hardness when played on Hardcore or Insane mode. Very Difficult. But Resident Evil 4 remains on top in my book, Gears of War second.
