Some will probably exempt you from taking it depending on your credential. Nonetheless, the majority and almost all us universities require some sort of entrance exams, particularly the GRE. Some schools will let you register for classes for one or two semesters the most with the promisory note that you will take the GRE as soon as possible. Other universities will not stress the GRE if you have already earned a Master or Ph.D. or if you are going to do doctoral works in Modern languages (e.g. french, spanish or german) .
Having said that, the best thing to do is to contact the admissions office of the university you want to go to. Admissions counselors will tell you exactly whether the GRE is required. Finally, some university's department do not require the GRE whereas the Graduate Admissions Office normally does.

i'm no longer likely beneficial I understand, yet i'm guessing that maximum universities require Toefl scores from international scholars. The GRE besides the undeniable fact that's had to get into graduate college in simple terms.

No. All real Universities require testing, be it LSAT, ACT, GRE, GMAT, MCAT, or LSAT.
