No one wants to be seen as weak or incapable. Asking for help of any kind doesn't mean that you are and odds are anyone you would ask for help would be more than willing to help. For example, I am always glad to help any of my friends do anything, but I have a hard time picking up the phone and asking them. I'm getting better about it. As far as emotional help goes, anyone who is really a friend won't mind doing what he/she can to help out, but again there is the fear on the part of the person who needs help that his/her friend might see him/her as weak in some way when that is probably the furthest thing from the truth.

I can not speak for everyone but for me my pride comes in if i am sick of being told "no" all the time...or getting lectured on why I shouldn't be in a situation to need help before they help me.

Because for most people our hard wiring does not allow us to admit that we need help. Being helpless is being vulnerable and completely defenseless. For many people in need, that's the last piece of self esteem they have left.
In my volunteer work, I'm always very careful to be respectful. People in need are not "losers".
