Install Comodo firewall;
http://www.comodogroup.com/

Unplug the modem cable from the phone when you're not online; if its not connected you can't be hacked.

And have a look in user accounts to check how many there are; theres a setting to unhide hidden accounts. If theres one that shouldn't be there , delete it! Go to Start - Control Panel - User Accounts from your administrator account.

windows xp lets multiple users log in at the same time. make sure they all logged off (not "switched users") before you shut down the computer.

on a network, if someone has accessed files on your pc, or is still doing that, it will display this message when you want to shutdown. usually it is fine, as the people on your network are no longer connecting to your pc

Is remote access (check security settings) enabled? if it is, then someone could have hacked into your computer. This is, however, unlikely, and there are lots of other reasons that could arise to this. And also, do you have more than one acount, because you could be logged on to more than one account at one time.
