It's not gutless so much as it is just stupid. A 17-yr old is a minor, and if this kid has a major accident and kills several people and causes all sorts of damages then the parents could end up losing the home, savings, all assets, everything. If they allow this sort of behavior then they are an accomplice as well.
We must realize that there are a lot of very stupid people in the world and deal with them accordingly. If you have evidence they know about this then file a complaint with the police.

That is a terrible parent. 17 yr olds aren't allowed to drink in the first place. But if someone is letting their child drink and drive, there is a serious problem.

Plain and simple, they should be prosecuted to the fullest extent of the DUI laws.
