it really depends on what you want to download. for music i'd suggest OiNK. but it's by invitation only.

Not on windows I cant, and nobody can. Sure there are some that have open shares on some Micr0s0ft boxes, and yes you can maybe get a nice infected file from one, if the Digital Data is protected by DRM you can and will be arrested and sued.
I can tell you that Ubuntu Linux is a very decent Linux Distro that has many BitTorrent Clients, and yes you are allowed to play a song or a movie.
Some will say Limewire, I would say get an attorney if you want to learn anything on a Microsoft/Apple OS you will learn that DRM and Data Marking is the worst virus of all, and every AV vendor allows that code to run.
Get a Linux Distro, a good one that the FSF,GNU says is ok. Because after 6 years of Microsoft telling me and everyone else how awfull and unsecure and whatever Linux is, they buy a version of it.
Get Linux, you are allowed to learn on Linux, you are also allowed to have some freedom.
